He is the son of Roy Fegan, an African-American actor and producer whose credits include The Shield, Married… with Children, The Meteor Man, and Will & Grace. Cion (or Cio) Fegan, is of Filipino descent.

Growing up in Los Angeles, Fegan received training in acting and performance from an early age. BK Acting Studio and the USC 32nd Street Performing Arts School.
